Over the years, it has always been my pursuit to be a practical scholar. It is my initial intention and gain to conduct "indomitable spirit" research and cultivate the innovative talents with the world in mind and both ability and political integrity - whether in scientific research, teaching, management or performance of duties, embrace the feelings of country and great dreams, and let the life bloom in struggle and dedication.
At the last year of this member of the National Committee of the CPPCC, as a scientific researcher in the fields of management science and data intelligence, I will give full play to the experience and achievements accumulated by me and my team, focus on the three major themes such as "digital economy", "double carbon" and "high-quality development". Based on a series of scientific research platforms, such as the National Center for Basic Science of “Theory and Application of Resources and Environmental Management in the Era of Digital Economy”, We will continue to carry out in-depth research on efficient green development of resources and accurate environmental governance, digital governance of smart society, and construction of major risk prevention system and mechanism, and strive to generate the research results that can solve the practical problems, and make suggestions for the smart society governance and high-quality development of S&T innovation under the digital economy in China.
Looking back over the past few years, my performance of duties is closely related to my own scientific research field. My performance can be summarized into three key words: digital economy, double carbon goals and computational intelligence.

Digital Economy
Digital economy is the main engine to promote the high-quality development. In recent years, I have led the team to make a lot of explorations in the theoretical construction, technical research, platform construction and policy suggestions of digital economy.
For example, we took the lead in breaking through the common key technologies of digital base and safe data element sharing, and solved the problems of universality and popularization of information basic platform as well as the problems of data sharing among different government agencies and enterprises.
During the two sessions in 2021, I submitted the proposal of Promoting the Construction of Data Factor Market with High Standards and Enhancing the Global Discourse Right of Digital Economy, and put forward the suggestions on improving the legal guarantee system, cutting-edge technology ecological group, market-oriented supporting reform, and opening up the technical standard system of public shared data and data elements with high standards.
The proposals have been highly valued by various ministries and commissions of the country. National Development and Reform Commission, etc. have carried out intensive research work around the data factor market of which the results have become an important part of the important national regulatory documents 14th Five-Year Plan for Digital Economy Development and the Overall Plan for Comprehensive Reform of Factor Marketization Allocation issued by the State Council.
In addition, the proposals focusing on the digital economy standardization, digital transformation and development, and digital currency submitted by me such as the Proposal on Accelerating the Implementation of Standardization Strategy and Empowering the Development of Digital Economy, Solve the Problem of Intellectual Property Protection in New Formats to Strongly Support the Innovation-driven Development and Accelerate the Construction of Risk Supervision System for Digital Currency to Ensure the Safe Operation of Digital Currency have been adopted by the People's Bank of China, Ministry of Science and Technology of the People’s Republic of China, State Administration for Market Regulation, China National Intellectual Property Administration, Ministry of Human Resources and Social Security, etc.
I also pay special attention to the development of new generation digital technologies such as blockchain and artificial intelligence. In 2021, the Proposal on Supporting Hunan to Establish a National Pilot Area for Innovation and Application of Artificial Intelligence submitted by me was established as the key proposal of the CPPCC. A series of proposals on blockchain technology development submitted in 2018, such as the Proposal on Promoting the Healthy Development of Blockchain Technology, were adopted by the Ministry of Industry and Information Technology, which provided decision-making reference for the introduction of policies on blockchain technology and industrial development.

Double carbon goals
Striving to achieve the double carbon goals is an important strategic decision made by CPC Central Committee, and it is also a problem that I have been thinking and studying.
The first National Center for Basic Science in central China which I led and was approved in 2020 is intended to solve the major issue of "double carbon" and carry out research on the theory and application of resource and environment management in the digital economy era. For this reason, I led the team to conduct in-depth investigations in mines and enterprises for many times, and put forward the path of digital technology to promote the realization of carbon neutrality in the energy industry, and prepared a series of high-quality policy suggestions on "energy and mineral resources security under double carbon goals".
We have built an integrated digital intelligence management platform to greatly improve the intelligent management level of enterprise energy and environment integration; established a big data dynamic analysis and integrated decision-making platform for smart and environmental protection to significantly improve the ability of enterprises to assess and monitor the environmental pollution, and help energy, mining, chemical and other enterprises achieve the green, clean, low-carbon and efficient production.
In 2021, the policy suggestions formed by the series of research results on "energy and mineral resources security under double carbon goals" received important instructions from the senior management of CPC.

Computational intelligence
Since last year, I have actively promoted the co-construction of Changsha Artificial Intelligence Social Laboratory with Changsha Municipal People's Government, and carried out a lot of demonstration work around the construction of Xiangjiang (Computational Intelligence) Laboratory. Now these innovative platforms have been incorporated into key construction projects in Hunan Province.
We will conform to the major strategic needs of the country and the mission of the times, and carry out research on basic common key technologies of artificial intelligence from the four elements of artificial intelligence such as data, algorithm, computing power and knowledge, and focus on key application fields such as intelligent manufacturing and intelligent transportation, conduct the relevant researches on the application and integration of artificial intelligence support technology, build an artificial intelligence demonstration system, solve the technical "bottleneck" problem through artificial intelligence technology innovation, help improve the modernization level of social governance capacity, and provide technical support for the modernization of national social governance, economic and social development, and digital economy development.
As a member of the National Committee of the CPPCC in Hunan, I will go all out to work hard for the comprehensive implementation of the strategic positioning and mission of "Three Highlands and Four New Missions" in Hunan, and contribute my own strength to accelerate the digital industrialization and industrial digitalization, and build Hunan Province into an important national advanced manufacturing highland with core competitiveness. At present, our team has been actively carrying out in-depth cooperation with relevant Hunan manufacturing leading enterprises.
